Largest toxic-exposure expansion in VA history. 300+ presumptive conditions. If you served in Afghanistan/Iraq/etc. post-9/11 or Gulf War-era qualifying locations, you don't need a nexus letter for covered conditions. Hypertension was added for Vietnam vets — huge impact for millions.

Eligible service windows
Post-9/11 cohort (on or after September 11, 2001):

Gulf War cohort (on or after August 2, 1990):
- Bahrain, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, Somalia, United Arab Emirates, and airspace above.
Health care enrollment
The original PACT Act phased VA health-care enrollment through 2032. On March 5, 2024, VA eliminated the phase-in entirely. All toxic-exposed veterans are now immediately eligible to enroll regardless of discharge date. Enroll today even if you don’t currently need care — the medical record you build will support future claims.
Strategy
PACT Act claims are presumptive — they are the easiest VA claims to win. If you have qualifying service and any of the listed conditions, file a primary 21-526EZ claim today. No nexus letter required.
